Cropping and the presumption of innocence

Cartier Bresson said that he never crops his images. I've heard this isn't entirely accurate, but then again if I could do what he did I could probably say whatever I want.
I've had this image kicking around for a little while. It was a quick shot with an autofocus camera that wasn't quite what I anticipated. I turned around to take the photo after noticing the man in the blue jumpsuit had something interesting written on his back "investigation." I don't know what kind of investigation. But I'm guessing here. It has something to do with the girls he's taking a photo of. Who knows.

In the first crop you see the guy who caught my attention and then the girls who caught my attention next. In the second crop you see the rather angry other guy who started pointing his finger and walking rapidly toward me. I've been told not to photograph in Shibuya by police before (for my own safety they said) but I think they meant something else this time (still for my own safety perhaps... just in a different way). I did immediately stop. These girls are no doubt as innocent as I. Just a moment caught in time walking around downtown Tokyo.
